Operations Manager allows administrators to define monitored services and applications according to the pre-existing network setup. In a large organisation, for example, email might be handled not by a single installation of Exchange Server, but by many servers and network devices. Operations Manager would allow the administrator to graphically define the components that comprise the service, thus providing for a single, unified report of email server performance.
Operations Manager can be used to monitor performance of both server and client applications. Management packs — the sets of instructions that Operations Manager uses to monitor specific applications — are available for most current Microsoft server applications and operating systems, as well as many third-party operating systems and applications.
When application or operating system crashes take place, Operations Manager reports pertinent information to administrators. Dr. Watson and Windows Error Reporting can send details directly to Operations Manager, which analyzes the crash data and incorporates it into its routine reporting.
R2 improves performance and usability. It also integrates monitoring of non-Microsoft systems, such as Unix and Linux, and extends monitoring at the service level to include performance objectives for individual services.
This product includes SQL Server 2005 Technology. SQL Server Technology acquired with this product can be used can be used only to support Operations Manager 2007.
Licence Requirements: This product includes only the Operations Manager server licence. A client management licence (ML) is required for each nonserver device managed by Operations Manager. Clients may be licenced per operating system environment (OSE) or per user.
A standard or enterprise server ML is required for each server (that is, each device running a server operating system) managed by Operations Manager. The standard ML allows for management of basic server operating system workloads, while the enterprise ML is necessary for management of server applications and other premium workloads.
All MLs are licenced per OSE. In other words, if a device is running multiple OSEs, one ML is necessary for each OSE managed by Operations Manager. For more information about licensing Operations Manager, see System Center Licensing (PDF) from Microsoft.

Management packs available from Microsoft partners cover many non-Microsoft technologies, allowing a comprehensive view of performance across multiple operating systems. Microsoft maintains an online catalog of available management packs. The Management Pack Authoring Console lets administrators create management packs for custom applications and other technology components.
